Was it spoken by a dwarf who is a brother of Balin's?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Well, Thorin is Balin's cousin, but I'll still guess that it is him saying to Bilbo:

"Never mind that for the moment! What are we to do now, today?" after Bilbo stole the cup from Smaug.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Correct.

And that’s why i said not “closely related” - how far apart are they? I did try & find that info in the brief time I had today.

I don't think it is inaccurate to say that they are not closely related. They are cousins, but several times removed. Here's a family tree that shows how closely related they are:

"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

New quote:
This will tell you with the eyes of death: we will part here forever, but when a new star happens from me, I will never see your white wall from you again.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Eärendil is the speaker?
The dumbest thing I've ever bought
was a 2020 planner.

"Does anyone ever think about Denethor, the guy driven to madness by staying up late into the night alone in the dark staring at a flickering device he believed revealed unvarnished truth about the outside word, but which in fact showed mostly manipulated media created by a hostile power committed to portraying nothing but bad news framed in the worst possible way in order to sap hope, courage, and the will to go on? Seems like he's someone we should think about." - Dave_LF

No, though the speaker is pretty closely related to Eärendil.

Not quite as closely related at that.

😊

Not a distant cousin. Much more closely related than that (though not as close as Elwing, hos mother)

I'm glad I could amuse you.

The "star" in the quote is a veiled reference to Eärendil.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

So it was spoken after Eärendil embarked upon his heavenly voyage?
