Well, so far you've narrowed it down to the Third Age, before the Scouring of the Shire.

I'll narrow it down further: Gandalf the Grey was still alive. Not that he was involved with this quote, though.

I'm currently in a secluded valley, camping, but there's a free wifi site at the visitor's
center. So of course I had to check in ;) And then I pulled up Libby, downloaded FOTR and hey presto! I thought the quote might be in Rivendell. But could not find it with a quick skim. I'm off now, for another adventurous day. I leave it to someone else to find the quote. :horse:
