In terms of elections, "phone banking" is going to a temporary office filled with phones (a "phone bank") and making calls urging people to vote for a particular candidate or issue (or just to vote at all). My son does it. They're almost always volunteers.

I should update and correct—it's also pretty common to ask the volunteers to call on their own phones. And in fact some rallies, especially Obama's, ended with people phone banking from their seats.
