I wondered once if the entire shire was a Duchy or County, held by some long-extinct family. Either a Hobbit family or otherwise.
Well, the king of Arthedain granted the Shire to Marcho and Blanco, implying by 1600 TA no human agency lived there or claimed it. The quality of the land does suggest it SHOULD have belonged to some Númenórean family or other, but they almost all went extinct in the decline of the North.
