Not necessarily. Both PJ and GdT have referred to the fact that the world of the Hobbit is more of a Golden Age, that the approaching darkness is not so heavy or immediate as in LotR. That could account for more laid back Elves also.

Well, yes. Prancing and tra-la-la-ly would be less appropriate at the council of Elrond than when 13 ragged dwarves and a hobbit show up at your doorstep in times of peace and plenty.
