Found it, Morgoth/Melkor to Húrin:

Nope. It is a quote of Morgoth to Húrin that is actually in The Silmarillion. (ETA: that one is from the Narn, but does not appear in the Silm.)
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

No, "power" did not change from the original; it stayed the same. Here is the quote again:

Thou thy doom master simulates Alda Merck problem power supply.

"Thou" and "master" are also in the original quote unchanged, except for capitalization (for both of them).

The quote is a sentence inside a longer speech.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

So in the original, both are questions and end with question mark. They also both start with the word "why".

The first sentence is not "Why is this?" In fact, the word "is" doesn't appear in the first sentence at all.
